Rule 4702 INTERNAL COMBUSTION ENGINES

Upcoming deadline for Tier 1 and Tier 2 Certified Compression-Ignited (Diesel)
Engines

This rule requires all Tier 1 and Tier 2 certified compression-ignited engines rated at >50 bhp to
comply with EPA Tier 4 Emission Limits/Standards.

• You must replace your Tier 1 and Tier 2 certified engines with Tier 4 engines no later than January 1, 2015, or 12 years after installation, but not later than June 1, 2018.
• Any replacement engine must meet the certified compression-ignited engine standards at the time of the installation. The current requirement is Tier 4 Interim certification.
• District Permit Exempt Equipment Registrations (PEERs) or Authority to Construct (ATC) permits are required for the replacement of engines. The PEER or ATC permit applications are due 3 months and 6 months, respectively, before the existing engine’s replacement deadline. Please utilize the District’s SBA hotlines for more information on which applications you need to submit.

Exemptions

• mergency standby engines or low-use engines (no more than 200 hrs/year), provided that the engine is equipped with an operating non-resettable elapsed time meter.

District grant funding is available only for agricultural irrigation pump engines (stationary and portable). For additional information, call: (559)-230-5800.

• The baseline engine must be diesel powered, Tier 1 emission level or cleaner, and greater than 25 HP.
• Tier 1 diesel to electric repower: eligible for grant funding through 6/30/14.
• Tier 2 diesel to diesel repower: eligible for grant funding through 9/30/16 or 10 years after the Tier 2 engine was placed into service, whichever date is earlier.
• Tier 2 diesel to electric repower: eligible for grant funding through 6/30/17 or 10 years after the Tier 2 engine was placed into service, whichever date is earlier.
• Tier 3 or Tier 4 diesel to electric repower: eligible for grant funding indefinitely.

Tier 0 engines are no longer eligible for grant funding (except Tier 0 engines rated 25 to 50 HP).

No grant funding is currently available to replace Rule 4702 compliant natural gas engines with
new electric motors.
